Apply to amend or extend a septic tank system permit

If you have a permit to install or alter a septic tank system but need to change the details, or extend a permit that is nearing expiry, you must apply to Council for an amended permit.

Step 2.Prepare supporting documents

Along with your application you need to provide:

  1. House/building floor plan that clearly identify all bedrooms, study’s and plumbing fixtures. It must also show all sewer and storm water drainage.
  2. An allotment plan (to scale or detailing appropriate measurements) which includes:
    • Proposed septic tank system/treatment plant location and layout including setback distances
    • Wastewater disposal field (distribution pipes, trenches, individual irrigation line, vacuum breakers, flush/scour valves, return lines, flushing trenches/pits)
    • Location of all existing and proposed buildings
    • Location of any sheds, swimming pools, driveways, water pipes, underground power, phone or gas lines
    • Fall of the land in the vicinity of the effluent disposal area
    • Position of North
  3. Locality Plan that clearly identifies the location of the property including the street or lot number and shows the names of the surrounding streets.

Step 4.Assessment

An Environmental Health Officer will conduct a desktop assessment and an initial site inspection. If there are any changes to the proposed system, this process must be repeated. If you wish to meet the Environmental Health Officer onsite, an appointment must be arranged.

Step 5.Permit issued or rejected

If the amendments are accepted, a new Permit to Install or Alter a Septic Tank System will be issued.

Do not start any work until you receive this permit.

Step 6.Notify Council of wastewater system installation

Your licensed plumber/drainer can now proceed with installing the wastewater system.

Notify Council to arrange an inspection of the system during installation.

Step 7.Notify Council of completion

Once installation is complete, they must notify the Council and provide:

  1. A completed Plumbers Final Approval Checklist
  2. A constructed plan of the septic tank system (if it slightly differs from the proposed plan)
  3. A copy of the Plumbing Industry Commission (PIC) Certificate
  4. A copy of a Commissioning Certificate (for treatment plants only)

Step 8.Final inspection

An Environmental Health Officer will conduct a final inspection of the septic tank system to ensure it complies with permit conditions.

Step 9.Approval to use

If the septic tank system is installed correctly, Council will issue an Approval to Use. Please note that this approval must be obtained before the Permit to Install expires (within 5 years).

Do not use the system until you receive this approval.

Installations

Installation Conditions

Ensure that the Conditions of Installation that apply to the Permit to Install are reviewed as they can differ between Septic Tank Systems. All work is to be carried out and certified by a licensed plumber, this includes any surface or sub-surface irrigation area for Treatment Plant Systems. Sub-surface and surface irrigation must be contained on the Plumbing Certificate, otherwise the Approval to Use will not be issued.

All work is to be carried out in accordance with:

  • Code of Practice; Onsite Wastewater Management 891.3
  • Australian Plumbing and Drainage Code
  • Australian Standard No’s: 3500, 1547,1546

Treatment plant installation

Treatment plants may dispose to standard trenches but normally dispose to either Surface or Sub-Surface irrigation beds. In brief, Surface irrigation beds must be raised above ground level and both Surface and Sub-Surface must be constructed of good loamy topsoil. Furthermore, it is advisable to create two or more beds to enable rotation and resting of the beds.

A Commissioning Certificate for a Treatment Plant system must be submitted to Council upon completion of the installation, this is additional to the PIC Compliance Certificate.
