Apply to Work Within Road Reserves

A permit is required to perform any works in a Council managed road reserve (the public land outside the private property boundary).

Step 1.Do your research

Make sure you are familiar with the requirements and conditions of working in the road reserve.

Step 2.Make sure Council is the correct authority

If you are proposing to do works in a road reserve that VicRoads manages, you will need to apply with VicRoads. Find out more about who is responsible for our roads.

Step 3.Allow enough time

Assessing a permit application can take up to 14 business days. Make sure you apply with enough time before works are due to commence.

Step 4.Traffic Management

The works manager must have in operation a traffic management plan for the worksite (in accordance with section 99A of the Road Safety Act 1986), give appropriate warnings to road users, and engage appropriately trained and qualified persons to carry out the works or manage the non-road activities or direct traffic. Traffic management plans should be prepared by persons who are suitably experienced and competent in traffic management, that is, they should possess a certificate in traffic control and general traffic management, issued by a registered and accredited training organisation, and should attend refresher courses at least every three years.

Depending on your application, you may need:

  • Traffic Management Plan (TMP) and Traffic Guidance Scheme (TGS) 
  • Public Liability Insurance
  • Head, Transport for Victoria / Department of Transport (DoT) Approval

You will need a Memorandum of Authorisation (MOA) from Council to manage traffic and install temporary traffic control devices at a work site.
