Occupancy permits are issued at the end of your building project. The permit confirms that your building surveyor is satisfied that the building is safe and suitable for its intended use.
Do I need an occupancy permit?
Your building permit will specify whether you require either an occupancy permit or a certificate of final inspection before you occupy the building.
You must apply for an occupancy permit for:
- a newly constructed building
- a building that has been altered (extension or renovation)
- a building that is being adapted for a new use
- any building work that occurs in a place of public entertainment.
Certificate of final inspection
If an occupancy permit is not required, a Certificate of Final Inspection is issued by the building surveyor after approval of the final inspection stage.

What happens next?
Once your request is received, one of our Building Services team will email you an application form to complete within 14 business days.
Please email the completed application form to building@swanhill.vic.gov.au and we will contact you to arrange the final inspection.
It is an offence to occupy a new home that does not have an occupancy permit, so please do not move in until you have reeved your approved permit.
